Creativity and freedom within a highly structured environment

I am working with a client who, through a major reorganization about a year ago, has had processes and procedures imposed upon it. Almost all the work that they do must now follow a prescribed pattern. The staff recognize that the new processes are much more efficient than before but that does not make them feel any better. They now feel that much of their freedom and creativity has been taken away from them.

I am looking for a game or simulation to illustrate that one can find creativity and freedom within a highly structured environment, without breaking the rules. For several reasons the rules cannot be challenged at this time. The exercise should last for about 30-40 minutes and be for 25-30 people.

I would appreciate any help or suggestions.
